FAILURE FROM GOVERNMENT HALF:
LACK OF INFRASTRUCTURE :
There is a woeful lack of infrastructure found in pediatric treatment, according to statistics on rural health 2010, state has only 48% health center and 86% health sub- centers in respect to the actual requirement. Sick Neonatal Care Units are only 7 in this state, where as Gujarat has 43 and Tamilnadu has 25 units. There are 151 health sub-centers which have no A.N.M. (Auxiliary Nurse Midwife) and only 23.6% sub centers have staff quarters for A.N.M.s but only in 2.1% they live because they can’t reach to the centers in proper time,78% post of pediatric doctors are vacant. There is one doctor for each 0.55 million children and single nursing training school for each 5.75 million people. The unfortunate condition of this lack of human resource originate from various factors like, only 42 seats are reserved for pediatric doctors in post-graduation, out of which only 09 passed out in 2010.
DOT PLUS treatment system for M.D.R (multi drug resistant) patients should be started in all districts. The facility is available in two hospitals of the state, K.S. RAY T.B. Hospital of Jadavpur, where only the patients of Kolkata and North 24 parganas and Rani Ashrumati Hospital of Jalpaiguri, where only the patients of Darjeeling, Jalpaiguri and Cochbihar can have the treatment according to a state rule. So poor M.D.R. patients are compelled to go for costly private service otherwise they have to die.
State drug control and research laboratory of convent lane is taking 12 to 14 months to produce reports of quality examination of new drugs. In many cases whole new batch of new drugs is sold and used in Govt. hospitals before the reports come which later revealed that the batch is substandard. The after effect of this situation is easily understandable. New Govt. decides to engage Pharmacy College of Jalpaiguri and State Pharmaceutical Lab. in Kalyani in this purpose.

Famous anti AIDS campaign ‘BULADI’ got Rs.16 crores but responsible NGOs couldn’t submit the proper accounts. One of the accused NGO is run by the wife of ex-minister of health that proves selection process is also corrupted. SO GOVERNMENT SHOULD CREAT NEW POSTS FOR REGULARLY VIGILANCE THE NGOs.
DEEP TUBE WELLS CANN’T PROVIDE ARSENIC FREE WATER FOR LONG TIMES, the scientists of S.O.E.S. of Jadavpur University examined the water of 960 wells out of 2000 AND found 66.5% TUBE WELLS OF DEGANGA 1 and 2 BLOCK IS HIGHLY DANGEROUS ACCORDING TO W.H.O. NORMS, WHERE W.H.O. NORM IS UNDER 0.01 M.G./ LITER,THEY FOUND WATER CONTAINIG,0.690 M.G./ LITER, SEVENTY TIMES MORE POLLUTED.IT CAN CAUSE CANCER OF AT LEAST 15% PEOPLE WHO ARE COMSUMING THE WATER EVEN AFTER 40 YEAR AFTER COMSUMING. The salary is only 12,000 rupees for a senior treatment supervisor (casual post) who is responsible to identify the T.B. patients of a locality of six to seven lakhs like Bongaon, and supervise the DOTS of all the patients of the locality, naturally the program can’t run successfully. FIR has been done by health dept. against the S.T.S. of Bongaon for submitting false reports, but it can’t be the solution of the problem. T.B. prevention policy should get the priority and should follow the strategy of polio prevention policy.
P.P.P. MODEL FOR PATHOLOGICAL SERVICE in rural hospitals should be encouraged in north-Bengal. Total 78 tenders accepted by the govt. for in its 1st year. In 2009-2010, total 167 tenders were accepted, out of which 70 organizations couldn’t start their work due to lack of govt. infrastructure and all the proposals were sanctioned for districts of south Bengal only.
